At Angel Approved – Care and Support Services, we believe that outstanding care starts with genuine compassion, honesty and a commitment to treating every person with the dignity and respect they deserve.
We are a family-founded, independent care provider based in Seaford, proudly supporting people across East Sussex with high-quality home care, complex care, and autism and learning disability support.
The company was founded by Thomas Exley-Woolmer and Julie Jefferies after many years working throughout the health and social care sector. Between us, we have extensive experience across domiciliary care, nursing care, residential care, complex care, learning disabilities and autism services. Throughout our careers, we saw first-hand what excellent care looks like—but we also saw where people were being let down.

Too often, care became rushed, impersonal or focused on tasks rather than the individual. We knew there had to be a better way.
That belief became Angel Approved.
Our vision was simple: to build a care provider where people genuinely come first. A service where clients are treated like family, staff are valued and supported, and quality is never compromised. Every decision we make is guided by the question: "Is this the standard of care we would want for our own loved ones?"
What began as a small home care provider has grown through reputation, trust and word of mouth. As more families, healthcare professionals and commissioners recognised the quality of our service, we expanded to provide specialist complex care alongside dedicated autism and learning disability support. Despite our growth, our values have never changed.

We invest heavily in our team because exceptional care can only be delivered by exceptional people. Every member of staff completes comprehensive e-learning, face-to-face training, practical competency assessments and ongoing professional development before supporting the people who rely on us. We believe learning never stops, and neither does our commitment to raising standards.
Being independent means we answer only to the people we support. We are not driven by shareholders or large corporate targets. Instead, we focus on building lasting relationships with our clients, their families and our local community.

clients and staff alike.
Julie Jefferies
Director and Finance Manager
Julie is the Director, Finance Manager and co-founder of Angel Approved – Care at Home along with Thomas. Julie oversees the financial operations with precision and dedication. With a strong background in business and finance, she ensures the company runs smoothly, allowing the team to focus on delivering outstanding care to every client.
Jacqueline Linley
Deputy Care Manager
Jackie is the Deputy Care Manager at Angel Approved – Care at Home, working closely with her line manager, Thomas, to oversee the day-to-day care operations. With a keen eye for detail and a passion for delivering excellent care, she manages client needs and ensures a smooth, high-quality service for everyone we support.
Cassandra Copping
Care Quality Manager

Quality Assurance

We are always keen to provide the best possible service and to do this we continually check on
what we are doing, talk with our staff and with outsiders who have opportunities to see and
judge our work, and above all listen to our clients. This process is called quality assurance.
An annual visit to all service users by a supervisor or a manager to hear your views at first hand.
An annual survey of service users and where appropriate their relatives or representatives, to obtain views and opinions.
Regular supervision meetings between each care worker and their line manager.
Careful checks on all service user files, timesheets and other records.
